  • Proven experience in organizational development, particularly for disability-inclusive and gender-transformative initiatives.
  • Expertise in policy revision, strategic planning, leadership development, and resource mobilization.
  • Familiarity with Bangladesh’s disability rights context and challenges faced by women-led organizations.
  • Strong facilitation skills and experience in stakeholder engagement.

About the Organization:

Disabled Child Foundation (DCF) is a national-level, women-led Organization of Persons with Disabilities (OPD) in Bangladesh, working since 2005 to promote the rights, dignity, and inclusion of persons with disabilities. DCF’s core areas include inclusive education, mental health, disability-inclusive disaster risk reduction, climate resilience, child protection, and livelihood development.

DCF is inviting expressions of interest (EoI) from qualified individual consultants or consulting firms to strengthen its policies, systems, and capacities as part of the SWOCCHAR Project, implemented in partnership with Save the Children International and supported by the Embassy of the Kingdom of the Netherlands (EKN).

The selected consultant/firm will revise and develop a series of organizational frameworks including gender and HR policies, contingency planning, leadership development, gender mainstreaming, strategic planning, resource mobilization, and departmental ToRs, all using a gender-transformative and disability-inclusive approach.

Assignment Overview:

Disabled Child Foundation (DCF), under the SWOCCHAR project led by Save the Children and supported by the Embassy of the Kingdom of the Netherlands (EKN), is seeking a qualified consultancy firm or individual consultant to strengthen its internal organizational systems and frameworks.

This assignment aims to revise and develop key policies, operational systems, and strategic tools through a gender-transformative and disability-inclusive approach, based on findings from a Gender Transformative Organizational Capacity Assessment (OCA) conducted in 2024.

The consultancy will focus on enhancing institutional resilience, inclusive leadership, gender mainstreaming, and long-term sustainability aligned with national disability legislation and global standards such as the CRPD and SDGs.

Key Responsibilities:

Contingency Planning

  • Develop a contingency planning guideline to identify operational and financial risks and mitigation strategies.

Policy Review and Development

  • Revise the Gender Policy to ensure inclusivity across gender identities, with clear guidance on mainstreaming gender across operations and programs.
  • Update the HR Policy to include non-binary gender recognition, affirmative actions for diversity, safety protocols, and a participatory performance evaluation system.

Strategic Planning

  • Review and revise the current Strategic Plan to integrate SMART annual goals, advocacy strategies, disability and gender inclusion tracking, and systems strengthening measures. An action plan for strategic planning.

Gender Mainstreaming

  • Develop a practical Gender Mainstreaming Plan that enables DCF to integrate gender equity in programs, operations, and institutional decision-making.

Leadership Development

  • Design a Leadership Development Program, conduct a needs assessment, and develop modules and training materials.
  • Facilitate the training of a pool of in-house facilitators (staff and board members).

ToRs for SMT and Departments

  • Facilitate workshops to review and revise the Terms of Reference (ToRs) for Senior Management Team (SMT) and departments, ensuring role clarity and accountability frameworks.

Resource Mobilization Strategy

  • Develop a comprehensive Resource Mobilization Strategy with a focus on diversification, sustainability, and monitoring mechanisms.

Consultation and Validation

  • Conduct internal workshops and stakeholder consultations to validate all revised and newly developed documents.
  • Documentation and Reporting
  • Deliver all outputs in a well-structured, professional format.
  • Submit reports and materials as per the agreed timeline and quality standards.

Timeline:

  • The consultancy will run from 26 May to 15 September 2025, with key milestones including the inception report, stakeholder consultations, draft plan, validation workshop, and final submission.
