Master’s degree in Fisheries, Marine Science, Environmental Science, or a related discipline.
More than 10 years of professional experience in fisheries resource management, particularly in coastal and community settings.
Minimum 5 years of experience in donor-funded or government projects, with demonstrated technical and leadership responsibilities.
Have the experiences of working as Project Leader or equivalent for more than two projects. Plus, at least one of these projects must be funded by international donors.
Proven expertise in fisheries policy, planning, conservation, and ecosystem-based management.
Strong communication and documentation skills in English, including report writing and technical discussions.

This Terms of Reference (ToR) outlines the scope of work, key responsibilities, and qualifications required for the position of Fisheries Management Specialist under the Technical Assistance Services for “Fisheries Livelihood Enhancement Project in the Coastal Area of the Bay of Bengal” (FiLEP) (Component: Livelihood and Nutrition (LNC)). The project is funded by the Japan International Cooperation Agency (JICA) and implemented through a Joint Venture of NACOM & New Vision Solution Ltd. in Association with MUKTI Cox’s Bazar. The selected professional will play a critical role in achieving the project’s objectives related to sustainable fisheries resource management and improved coastal livelihoods.

Duration: Initially 8 months (with a possibility of extension)
Responsibilities:
He or She will lead the project team and day to day monitoring of the project activities.
Design, implement, and oversee community-based fisheries management strategies and conservation plans.
Provide technical guidance on sustainable fisheries practices, ecosystem-based approaches, and regulatory compliance.
Support capacity-building initiatives for fishers, Field Facilitators, and project staff through training, mentoring, and technical assistance.
Contribute to the preparation and development of training manuals, awareness materials, and conservation guidelines.
Monitor fish catch data, analyze trends, and advise on sustainable harvesting limits and protection measures.
Coordinate with field teams and community stakeholders to ensure adoption of conservation practices.
Support in baseline and end line data analysis and reporting.
Participate in donor communications, technical reporting, and representation in relevant meetings.
Undertake regular field visits to monitor the implementation and impact of fisheries management activities.
Perform any other duties assigned by the Team Leader.
Fisheries Conservation Specialist will serve as Team Leader and is required to have the experiences of working as Project Leader or equivalent for more than two projects. Plus, at least one of these projects must be funded by international donors.
