More than 10-year professional experience as specialist on livelihood improvement including participatory rural community development and income generation in coastal fishery villages in the Cox’s Bazar district
At least 5 years of experience working in projects funded by donors and/or the Government of Bangladesh.
Have the experiences of serving as project leader or equivalent post of more than one project.
Proven track record in project design, implementation, team supervision, and value chain analysis.
Strong English communication skills (verbal and written), particularly in reporting and stakeholder engagement.

This Terms of Reference (ToR) outlines the scope of work, key responsibilities, and qualifications required for the position of Livelihood Specialist under the Technical Assistance Services for “Fisheries Livelihood Enhancement Project in the Coastal Area of the Bay of Bengal” (FiLEP) (Component: Livelihood and Nutrition (LNC). The project is funded by the Japan International Cooperation Agency (JICA) and implemented through a Joint Venture of NACOM & New Vision Solution Ltd. in Association with MUKTI Cox’s Bazar. The selected professional will play a critical role in achieving the project’s objectives related to sustainable fisheries management and improved coastal livelihoods.
Reports to: Team Leader
Duration: Initially 8 months (with a possibility of extension)
Responsibilities:
Assist the Team Leader in the planning and implementation of livelihood development activities in the project area.
Develop methodologies, action plans, and implementation strategies for livelihood interventions.
Lead value chain analysis and identify market linkages to enhance income-generating opportunities.
Supervise and guide field-level Alternative Income Generation (AIG) activities, ensuring alignment with project goals.
Design and implement monitoring and evaluation systems for tracking the impact and sustainability of livelihood support.
Develop training modules, manuals, and IEC materials related to livelihoods; lead capacity-building sessions for project staff and beneficiaries.
Coordinate socio-economic surveys including PRA, baseline, and end-line assessments.
Prepare reports, case studies, and documentation related to livelihood activities.
Undertake regular field visits to support and monitor ongoing activities.
Perform any other tasks assigned by the Team Leader.
Livelihood Specialist will work as Deputy Team Leader.
