Education
  • Bachelor of Science (BSc)
  • BSc in Engineering (Civil /Water Resources) from any Public University.
  • Master or equivalent degree in Water Resources Engineering / Civil Engineering will get preference.

  • Project management experience in WASH, Public Health, Disaster Management or Humanitarian Assistances and relevant experience.
  • Team management- Ability to work under limited supervision – Dynamism, Good report writing, Presentation & Computer skills, etc.
  • Strong team management skills with the ability to work independently and guide teams under minimal supervision.
  • Dynamism, strong report writing, presentation, and computer skills are essential. Understanding of technical, social, and institutional issues relating to water, sanitation, and hygiene education in the Humanitarian response context. 
  • Clear understanding of technical, social, and institutional issues relating to water, sanitation, and hygiene education in humanitarian response contexts, particularly in refugee settings.
  • Capable to design, drawing and estimate BoQ for Water and Sanitation infrastructures independently.
  • Extensive experience in designing, preparing drawings, and estimating BoQs for Water and Sanitation infrastructures while ensuring compliance with international standards such as SPHERE and UNICEF guidelines.
  • Experience in preparing project work plan and budget; and implementing projects in different context.
  • Experience in preparing project work plans and budgets, and successfully implementing WASH projects in various humanitarian contexts, including refugee settings.
  • Facilitation and strong interpersonal communication skills.
  • Excellent facilitation and interpersonal communication skills to foster collaboration among stakeholders and field teams.
  • Excellent writing and presentation skill in English.
  • Proficient in writing technical and analytical reports, delivering presentations, and communicating effectively in English with stakeholders.
  • Computer skills (Have strong knowledge of AutoCAD, Water GEMS, GIS, MS Office)Strong technical skills with proficiency in AutoCAD, Water GEMS, GIS, and MS Office for the design and analysis of water distribution networks.
  • High level of pro-activeness and creativity, positive attitude, and ability to work independently with minimal supervision.
  • Able to plan and priorities tasks, competent to solve problems, promote integrity and aptitude to work under pressure to meet deadlines.
  • Experience of working nationally/internationally in humanitarian programs focusing on WASH, preferably on UN humanitarian response.
  • Ability to work effectively under pressure, meet deadlines, and willingness to travel frequently to field sites. 

Responsibilities & Context

  • Lead the technical guidance and support of Water Distribution Network construction and upgradation related technical issues, to ensure quality, cost-effectiveness, sustainability, and impact soundness in the implementation and in accordance with UNICEF guideline and standards.
  • Lead technical guidance and support for Water Distribution Network construction and upgrades, ensuring quality, cost-effectiveness, sustainability, and alignment with UNICEF guidelines and international standard.
  • Prepare drawing, design, BoQ and construction & upgradation of different types of WASH infrastructure as well as collaborative work with procurement to necessary support and quotation technical evaluation etc.
  • Maintain effective coordination with donor, local administration, DPHE, Local Government Institutions (LGI), NGOs, relevant stakeholders and implementing partners as required.
  • Facilitate donor field visits and presentation (technical, analytical progress), and choice the visited area, as well as explain to visitors.
  • Prepare several types of reports & presentation relating to Water Distribution Network Construction & upgradation (technical, analytical, Programmatic visit, Final completion report) and share with Project Focal. 
  • Make extensive follow-up & monitoring in order to ensure quality of construction works and smooth implementation of Water Distribution Network with in time.
  • Responsible for the overall project management under direct supervision of the Project Focal.
  • Experience in designing and implementing climate-resilient water infrastructure.
  • Ability to adapt work plans and budgets in response to evolving field conditions and donor requirements.
  • Strong leadership to ensure project objectives align with broader humanitarian response efforts.
  • Ensure robust monitoring and evaluation systems to maintain high-quality, cost-effective, and sustainable water distribution networks.
